EIA consultant means a third person or organization appointed by a Project Proponent to prepare an IEE or EIA that has been duly registered in accordance with Articles 17-22 of the EIA Procedure. The Centre has notified that only accredited consultants will be allowed to prepare environment impact assessment reports and environment management plan for the projects seeking green clearances. To apply for Accreditation the Industrial Training Institute (Government/Private) will be required to fill online "Application Form" available on QCI website-www.nabet.qci.org.in. Public involvement is generally another word for public consultation (and stakeholder engagement). Both of these concepts broadly refer to a procedure where members of the public (stakeholders) are asked to provide their opinions and input on a proposal for decision-makers to take into account. It refers to the process by which the concerns of the local people regarding the adverse impacts of a project are ascertained and taken into account in the EIA study. In simpler word , “Public Consultation” refers to the process by which the concerns of local affected persons and others who have plausible stake in the environmental impact of the project or activity are ascertained with a view to taking into account all the material concerns in the project or activity design as appropriate. whereas, Public participation during EIA is a vital platform where all stakeholders of a given renewable energy project contribute to addressing the environmental concerns of renewable energy projects, thereby contributing positively to informed environmental decisions that mitigate negative environmental impacts.
