Dear Team,I am planning to set up an authorized E-Waste Collection, Dismantling, and Metal Recovery facility in Punjab and am seeking an end-to-end consultant to manage the licensing, factory layout engineering, and tech compliance frameworks.Below are our project details:Location: Industrial Focal Point, Patiala , Punjab. Plot Size: 500 Sq. Yards (Gaj).Business Model: Authorized collection, manual dismantling, data destruction, and base metal/PCB trading. (Note: We are NOT doing chemical extraction or acid leaching at this stage).Target Clients: Corporate IT Hubs (Mohali/Chandigarh), Banks, and Government Tenders (PSPCL/GeM).We require a consultant who can execute a complete Scope of Work (SOW) across three main areas. Please confirm if your firm can provide the following services:1. Environmental & State Compliance (PPCB & Invest Punjab)Filing and securing Consent to Establish (CTE) and Consent to Operate (CTO) under the appropriate PPCB category.Routing applications through the Invest Punjab Business First Portal to claim maximum policy benefits (100% Stamp Duty Exemption, Electricity Duty Waivers, and Capital Subsidies for Green/Circular Economy sectors).2. Industrial Plant Engineering & Layout DesignDesigning the 500 gaj factory floor blueprint to comply with Central Pollution Control Board (CPCB) guidelines.Structuring dedicated zones for un-segregated inbound waste, manual dismantling bays, an ESD-compliant data destruction lab, and isolated hazardous material storage (PCBs/Batteries).3.
